TITLE: Human Capital Manager
QUALIFICATIONS:
  • Minimum of three years’ of exemplary experience in an educational entity working in the Human Resources Office
  • Bachelor’s degree of education from an accredited university, preferably in human resources, labor relations, organizational development, education or related area; relevant work experience may substitute
  • Proficient use of HR database systems
  • Proficient use of Microsoft Suite and Google Workplace
  • Demonstrated excellence in maintaining confidential information and material
  • Exemplary interpersonal and organizational skills
  • Effective written and communication skills.
    • Knowledge of:
      • Strategic recruitment strategies and workforce planning for various classifications of employees
      • Adult learning principles applied to effective onboarding
      • Leadership development principles
      • Employee engagement strategies
  • Ability to create a culture of collaboration and ownership
  • Experience using data to strategically support the employee experience
REPORTS TO: Executive Director of Human Resources
JOB SUMMARY: The Human Capital Manager designs, implements and monitors systems and processes of the talent framework including: recruitment, onboarding, development and alignment. Working cooperatively with all administrators, this position also is called upon to assist in facilitating resolution surrounding issues involving employees in work-related matters and enhancing the employee experience.
ESSENTIAL FUNCTIONS:
Attract, Recruit and Hire
  • Coordinates with HCESC administrators to identify strategic hiring needs and resulting strategic recruitment strategies to hire a highly qualified diverse workforce that meets the organizational vision.
  • Leads targeted recruitment teams to implement recruitment strategies and resulting activities.
  • Manages the processing of new hires including preparing and posting vacancies, overseeing all required new-hire forms including background checks, planning and conducting new employee orientations and overseeing required training for employees such as Safety & Violence Prevention, Bloodborne Pathogens and Employee Handbook.
  • Designs, conducts, and utilizes the resulting data from Exit Interviews to inform the needs of the talent framework for HCESC.
Growth and Development
  • Collaborates with HCESC leaders to refine and implement an effective ongoing onboarding process that includes orientation and ongoing learning opportunities that prepare new employees to effectively meet their responsibilities.
  • Collaborates with the Executive Director to implement an effective performance management system that allows for the growth and development of all employees.
  • Designs training for all supervisors to support the performance management of employees including coaching and feedback for growth and performance appraisals.
  • Counsels and coaches supervisors to manage disciplinary concerns, conferencing with employees; and hearing and resolving employee grievances.
  • Collaborates with the Executive Director to
    • Assess organizational and employee training and professional development needs.
    • Plan differentiated professional development that meets organizational and/or individual employees’ needs.
    • Apply best practices in adult learning to the design of professional development.
  • Ensures that all personnel meet the legal and State certification requirements to be employees of the Board. Ensure licensure, credentials, and mandatory training are current.
  • Oversees the Mentoring and Resident Educator Program.
  • Manages the oversight of credentials of all licensed/certified employees; to cooperate with the Ohio Department of Education and Workforce’s Certification/licensure and the HCESC Local Professional Development Committee (LPDC) in processing applications through the SAFE account. Supports the HCESC LPDC. This includes:
    • Leading the LPDC committee including setting up monthly LPDC meetings and LPDC training meetings for employees.
    • Managing the LPDC Module for the LPDC committee.
    • Serving as ODE E-signer for licensure renewal.
Engagement
  • Assists the Executive Director in the utilization of engagement data to determine organizational talent needs and resulting action plans to implement engagement initiatives.
Human Capital Management
  • Interprets and executes the intent of governing board policy, administrative procedures, collective bargaining agreements and employee handbooks.
  • Coordinates with Human Resources Manager to prepare, update, and recommend policies and procedures connected to the human capital needs of the organization.
  • Cultivates professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • Supervises the human resource specialists in support of human capital functions.
  • Collaborates with the Executive Director and Human Resources Manager to create, maintain and manage the Human Resource Information System.
  • Supports the creation of the monthly agenda, personnel recommendations and supporting materials for the HCESC Governing Board meetings with the support of the HR department.
  • Collaborates with appropriate staff to organize organizational events such as opening day and retirement and service recognition ceremonies.
TERMS OF EMPLOYMENT:
  • Salary to be established by the board on current salary schedule.
  • This is a 261 day assignment on the adopted school calendar.
EVALUATION:
Performance will be evaluated in accordance with the Board's policy on evaluation of classified administrators.
